He and SP SSJ Bardock BLU are finally reunited, and form a deadly duo capable of tearing through anyone, even their respective color disadvantages if the stars align for them.
He's received a Zenkai boost, bolstering his stats and giving him some extra solid unique abilities. He was pretty significantly held back by his team when his Zenkai first dropped, but now he and SP Super Gogeta RED are back together, and able to rip through most units in the game.
He also had an argument to go from S to Z tier for quite a while, and there seems to be not denying him there either.
For the most part, these Fighters are consistently brought into PVP matches on S or Z Tier Teams. He operates pretty similar to his release. Granted the landscape of the game is much different, but he's still exceptionally well rounded.
He's extremely resilient, hard to catch with his Main Ability recovering his entire Vanish Gauge, his Ultimate Move is devastating, and he's great late game as well.
His iconic Special Move - Angry Kamehameha - can inflict some serious, game-changing Damage. SP Angry Goku BLU received a Zenkai 7 Boost, and while he's not FSK Gohan levels good, he's still among the best units in the game.
There still seems to be a schism between him and the 3 units in Z Tier when it comes to consistent overall damage, which is why he lands at the top of S Tier.
By comparison, SP SSJ3 Goku PUR is devastating at any point in the game, and serves as the best offensive pivot in the entire game as well.
In the average game, Cell might not seem too effective as the average player might not use him optimally, getting him killed way too early.
With the right team around him and a player skilled enough to control the combat loop, his presence alone can be very oppressive. After transforming, he outputs ridiculous damage.
He slots into Regeneration, Future and Android as their primary red. Both Rival Universe and especially Pride Troopers have some team issues when it comes to a complete color wheel, but SP Toppo BLU still performs marvelously.
On top of the aforementioned qualities, his Ultimate Move also possesses a lock-in, subsequently being able to trap and take out a crucial enemy unit.
True to the nature of most Transforming units, his base stats are also incredible. This paired with his amazing Unique Abilities makes SP Goku Black GRN a mainstay on Future and a consistent core unit.
He's naturally a very hard hitter, but has tons of survivability in his toolkit as well. Frieza and SP FPSSJ Broly BLU are actually pretty close in terms of effectiveness, and regardless of who you value more, neither answer is incorrect.
Broly is the devastating glass cannon, whereas Frieza has game-changing utility and is a bit more self-sufficient than Broly.
Frieza can not only dish out great Damage, but indirectly helps his Team via Debuffs and Dragon Ball manipulation. At 6 stars, SP FPSSJ Broly BLU would be approximately 4th or 5th overall in S Tier.
Broly is a diabolical feast or famine kind of Fighter, and games with him can get out of hand very quickly.
He has a seemingly endless amount of card draw speed, Blast Armor on everything which is beneficial for keeping him in even when he has no Vanish Gauge, and a devastating Ultimate Move that actually forces switch out if it doesn't kill the enemy, tying into his other Uniques quite nicely.
At Zenkai Level 7, he Heals for a tremendous amount from his Main Ability and Soft Body Unique Ability, and is generally incredibly hard to take down.
His lock-in can potentially be game-changing, especially with the constant cover changing now due to the battle changes.
His recent Zenkai Awakening makes him as durable as ever, but Regeneration is still at the mercy of SP SSJ3 Goku PUR and SP SSJ2 Gohan RED. Despite the fact that Son Family is a hard matchup, there are a plethora of powerful Blue fighters running around, and Z7 Good Buu does an excellent job locking them and alleviating a ton of Damage.
Fighters that make up for their minuscule or moderately noticeable flaws by being good choices in solid Teams, they still have very strong above average toolkits but are not extremely over the top powerful.
These Fighters are a lot more matchup dependent than the Fighters in S Tier, so sometimes they might not see consistent play due to a decent amount of bad matchups.
They are usually part of S or Z Tier teams, so even if a Fighter is a core option on a certain team, if they are not overall good in the Meta they can see a drop to Tier 2.
Tier 1 is not a participation medal for being part of a good team, either. If they can't carry their weight, they can still be dropped. His Countdown to Despair Main Ability can swing the tides of a Match by stealing dragon balls from the Enemy and giving them to the Player.
He outright replaces SP Piccolo YEL on the Regeneration core. While he can alleviate SP SSJ3 Goku PUR somewhat, the rest of his team gets absolutely stomped beyond comprehension.
Regeneration really needs a new Blue or Purple to help him out, but he still performs admirably. He's considered 3 stars for the Tier List.
At 6 stars, UI Goku would be mid S Tier. If played perfectly, SP Ul Goku PUR is arguably the most difficult unit to play against in the game.
However, he does have a ridiculously high skill cap. Despite his auto evade being beneficial for stalling, he can still be hit, and therein lies his biggest weakness by far: fragility.
He provides some excellent Damage, support, and a powerful Extra Move that removes Buffs as well as being able to combo off of.
Beerus is still a solid God Ki choice who has actually aged very well considering his release was what seems like an eternity ago, but his Damage is starting to fall behind.
Still relevant, although a bit more matchup dependent and not necessary in most games. SP SSGSS Vegeta Future PUR starts off the game with huge damage potential for the first 50 timer counts, but that meshes together very well with his permanent death Buffs.
He also has some Support qualities in his toolkit that function similarly to SP SSGSS Vegeta GRN. The recent battle changes have made his death buffs that much more crippling, as Rising Rushes are not as easy to get.
Vegeta taking away Dragon Balls at a critical point of the match can seal the other players fate. The release of SP Perfect Form Cell Revived RED and Zenkai 7 buff for SP Android 18 YEL gave 16 a lot help Team-wise, but nothing else has really come from him.
Androids can still dominate because of how strong these 3 are, but could really use new releases to fill out their color wheel.
He and his banner partner SP Trunks Kid GRN have their fair share of flaws, but the star of the show is SP SSJ2 Gohan RED. Any unit that can funnel resources into SP SSJ2 Gohan RED and overall make his teams better are a valuable, meta-relevant asset.
SP Vados GRN has a wealth of team choices at her disposal, even giving some slight incentive to Green Color Counter teams due to a lot of units who share these colors having a lot of synergy with her.
One mistake can be the end of her or put her teammates at serious risk. All that being said, she has a plethora of other uniques that more than make up for it.
Alternatively, Rival Universe gives him more flexibility, but is still a work in progress. SP Champa YEL gives them a Yellow unlike Pride Troopers, but his dual Blasts have disharmony with what Jiren would like to utilize and vice-versa.
Due to the aforementioned Gohan and his blase toolkit, he's not expected to age gracefully. At 6 stars, SP SSGSS Gogeta YEL would be low S Tier.
At 3 stars, he really struggles against some of the better Teams in the game which are filled with Zenkai units with massive base stats. His Extra Move can borderline eliminate a lot of opposing units, but one mistake here can be disastrous for him.
His Extra Move is too much of a double edged sword, and while it's similar to SP Super Gogeta RED's Extra Move, Super Gogeta can atleast afford to take Damage.
At 6 stars, Vegito Blue would be top of Tier 1, and arguably low S. SP SSGSS Vegito BLU still does a phenomenal job accelerating Rising Rush, extending Combos, and laying waste to other units with his destructive Ultimate Move, but this recent trend of Zenkai 7 units has put a clear schism between their overall damage, and his.
SP SSJ3 Goku PUR , SP Android 18 YEL, and especially SP SSJ2 Gohan RED are on another level when it comes to damage. These units being bolstered significantly toolkit and stats wise has also made all 3 of them very durable.
Alternatively, the recent battle changes made Rising Rush farming significantly harder, Good Buu is finally available to Zenkai 7 boost, and SP SSB Goku BLU is a legitimate alternative to him on God Ki.
SP SSJ2 Kefla GRN 's wealth of Tags gave her a lot of team options, but these teams are quietly starting to fall off.
Fusion, Female Warriors, and now Rival Universe are starting to take a bit of a backseat. She still has some potential to move back up, but she's not quite the oppressive force she used to be.
He pairs nicely with SP SSJ2 Gohan RED. Hybrid Saiyans have needed an update at the Purple slot for quite a while now, and at Zenkai 7 he fills that void.
His card draw speed increase for 5 timer counts with every Strike Arts used can string together long combos and help him control the combat loop effectively.
His lock-in is also a huge nuisance to deal with. SP Metal Cooler GRN and especially SP FF Frieza: DBS RED have been great additions to the team, but they still need just a little bit more.
SP FF Cooler BLU has still held up well despite his age. He's considered 3 stars on the Tier List. At 6 stars, Majin Vegeta would still around mid Tier 1.
SP LL Vegeta Majin BLU is flat out oppressive in terms of damage at times. His Pride-Staked Assault special move does mind boggling damage, which is amplified significantly by his main ability after transforming into Majin Vegeta.
His Extra Move makes him ridiculously hard to play against as well, as it is an AOE -- similar to SP Omega Shenron RED and SP SSJ Youth Gohan YEL -- but Majin Vegeta draws a random card when he does it too, which can often ensure he can keep his combo going.
SP Bergamo RED toolkit wise seemed like the best of the Trio de Dangers to most, but due to his color and how his toolkit functions, he has some matchup issues.
He can only really build up reliably vs Androids due to their lack of a blue. He's good, but not great. He's good for soaking up Damage for LF Broly and LF Gogeta Blue, both of which cannot afford to take any damage.
Sagas has gotten a ton of help recently which is beneficial for Metal Cooler, but Lineage of Evil still has a little bit of a ways to go.
Most importantly: His defenses are absolutely horrific. While Dyspo can put together extremely long combinations, his presence as any kind of Defensive pivot is non-existent.
He was clearly meant to be a serviceable addition to the Team, but ultimately a bench type in the near future.
Vegeta Family has no reliable Defensive pivots other than Rage Trunks, who has aged. Alternatively, their Offensive pivots have some disharmony with SP Vegeta RED.
Majin Vegeta would prefer a Strike heavy team, whereas this Vegeta works well with as many Blast Arts as possible.
He does a little bit of everything for his team, but is not oppressive offensively like a lot of the top tier PVP units. Still, he pairs nicely with SP SSJ2 Gohan RED and can alleviate some damage from opposing Gohans.
SP Goku Black GRN presents a horrific matchup for him. He actually provides Fusion Warriors a much needed Defensive option.
Fusion Warriors really need the defensive pivot, but at the same time Gotenks is ultimately not very impressive. He does a decent job at stalling, tanking, and has some small support qualities, but perhaps just going with a feast or famine type of setup with SP SSJ2 Kefla GRN would be preferable.
SP Youth Goku YEL is starting to fall a bit behind in the sense that his primary teams are being overshadowed. SP SSJ2 Gohan RED still presents a terrifying matchup for him, but he also pairs amazingly with him, as well as the Zenkai 7 SP SSJ3 Goku PUR.
Son Familys core doesn't really need him as consistently as before. His support is still good, but when everyone else on the team already restores huge amounts of Ki on entry, it's a bit redundant.
His damage has also started to take a big hit. Where Fighters in Tier 1 are good primary choices, these are secondary choices.
Fighters in this Tier have likely been replaced in the core of their best primary Team, but still have a good enough toolkit to see play if the need truly arises.
His "Chaining Power" Unique Ability helps his Teammates tremendously when he's switched to standby. However, his toolkit still provides Sagas a lot of Support.
He could be used in Android and Regeneration matchups alongside Super Gogeta due to their lack of a blue. SP Teen Trunks BLU is very well rounded.
While he's still primarily a Melee Fighter, his Blast Damage can reach very high levels as well. He's also durable, has some Support in his toolkit and is a last-man standing unit.
His synergy with the Future and Vegeta Family Tags is also top notch, and his Zenkai gives Legends Road one more step towards viability. Luckily for him, despite what Damage problems he might run into, he still draws an Ultimate Move that does a ton of Damage.
That being said, Rage Trunks works best with more limit breaks, and at the 7 stars he's considered for the Tier List, he's starting to age. EX 1F Frieza BLU can output a significant amount of Blast Damage, but his Tags already have so many powerful Blue Fighters that he has trouble finding his way onto the core.
He's still technically the best Son Family Green, but there's absolutely no incentive to use him even if the color would be beneficial.
Their core 3 members are set. Z7 Broly was a good addition to Sagas, but ultimately was replaced quickly by a much angrier variation of himself.
Even still, he can still be used if LF Broly has not been acquired, or against Son Family alongside him to try and alleviate FSK Gohan.
Shallot's Light type can be both a blessing and a curse. While it's great not being weak to any color in particular, at times it might be more beneficial for him to have a color advantage.
In the hands of a skilled player that gets the advantage often, that might even be preferable. Either way, he's an excellent God Ki core option.
He's incredibly durable, great offensively, and can tailor his Special Move to whatever mold fits his team. SP Vegito YEL dropped to Tier 2 before SP SSGSS Gogeta YEL came out and flat out replaced him, but now his spot in Tier 2 is solidified.
SP SSGSS Vegeta PUR gives him an insane amount of competition as the primary Purple for his teams. He pairs nicely with SP SSB Vegito BLU as he protects him from Green Fighters, and both Fighters have a form of Cover to act as a reliable Defensive pivot.
For the time being, it seems like SP SSGSS Vegeta PUR has solidified himself as the primary Purple. SP Merged Zamasu PUR is a little bit more conditional than Vegeta, and Vegeta also pairs a bit better with SP Goku Black GRN.
With her great Strike Damage, wealth of Tags, excellent synergy with these Tags, excellent base stats, and Extra Move which heals her and permanently stacks Damage inflicted Buffs, she was among the best in the game on release.
He's considered at 3 stars on the Tier List. At 6 stars, he'd still likely be Tier 2, but has an argument for Tier 1.
He can work with SP FF Cooler BLU and friends, but he's honestly starting to age. At the 3 stars he's considered for the list, he's still good, but not too impressive either.
At 6 stars, he'd still be Tier 2. His one invaluable trait of fitting into 3 top tier teams as their consistent core unit has faded, along with his stats and effectiveness.
SP Lavender PUR is not the most appealing unit, but he does a serviceable job. Even despite his flaws, he has potential to move up once he gets some team help.
Like the rest of the Trio de Dangers, these 3 all need each other to function properly. Luckily for them, SP SSJ2 Kefla GRN can be used on the team as well as the primary Green option.
SP Basil BLU himself is extraordinarily strong Offensively, and currently solidifies himself as the best of the Trio for the time being.
He has a bit of appeal due to his ability to obliterate SP UI Goku PUR. EX Whis RED actually had one of the longest runs in Z-Tier for any Fighter , it was just on the EX Tier List.
Now that it's been disbanded, he's found his way onto the general tier list. Despite his age, he has a lot of appeal right now alongside SP Goku Black GRN.
Goku Black very much appreciates the extra Ki Recovery as well as Extra Move Whis brings along. His Main Ability provides an extremely dangerous situation if he gains priority, as it increases his Arts Card Draw speed by 2 levels and draws him his brutal Special Move.
His only weakness in Combat is Blast Attack, but he more than makes up for it everywhere else. His Strike Attack, Special Move Damage and Supportive Abilities are all exceptional.
SP SSGSS Vegeta Future PUR outright replaces him on the core of Vegeta Family, but he still has a lot of appeal on Hybrid Saiyan.
However, SP SSGSS Gogeta YEL just kicked him off the core of Sagas. His Ultimate Move itself does massive Damage on top of it all.
At 6 stars, Super Vegito is still Tier 2. Super Vegito is simply very old at this point. His toolkit was good enough to keep him afloat for an extremely long time, but his time as a consistent PVP unit is over.
He does a great job replicating Goku from the anime after the revelations he received from Zamasu. His Main Ability puts debilitating Debuffs on the other team, and draws him his patented Extra Move which increases his card draw speed permanently, increases the Damage of his next Strike or Special Move, increases his Ki by 50 and changes all of his pesky Blast Arts cards to Strike Arts cards.
Unfortunately, SP SSJ2 Gohan RED is the clear cut choice on Son Family, and despite not buffing the Tag, SP Perfect Form Cell Revived RED is preferred on Future as well.
His Revive mechanic is simply too powerful. SP SSJ4 Goku PUR popping onto the battlefield means trouble for anyone who stands in his way. SP SSJ3 Goku PUR effortlessly kicks him off any Son Family or Saiyan team, and GT continues to be a barren wasteland when it comes to releases.
SP Super Saiyan Goku RoC GRN gives him a ton of competition, and GT has been completely neglected since his release.
While he's an exceptionally powerful unit in the right hands, he has no consistent home and has to drop to Tier 2. He's billed as the "Prince of Blast" by the Dragon Ball Legends Twitter after his Zenkai Awakening, and while it's pretty good, it's nothing particularly exciting.
A Purple Vegeta variant with dual Blast Arts Cards held is not something any Team really needed. SP Vegeta PUR is as one dimensional as it gets, specializing in Blast Attack.
He's got solid Damage and high stats, but his toolkit is underwhelming overall. There's also no top tier team he really fits on as the best possible choice, but he does make for a viable alternative if the player is missing some core fighters.
SP Omega Shenron RED is definitely someone that has to be played around and has some serious game-changing potential.
That being said, he must be kept far, far away from SP SSB Vegito BLU as he not only owns a color advantage over him but an additional Damage Buff against Fusion Warriors.
He falls to Tier 2. In a meta full of units that can kill most in one or two combos, Hercule's automatic paralysis inflicted on all enemies when he enters the battlefield activates twice can make all the difference.
The Poison affliction doesn't hurt, either. His Main Ability also inflicts the enemy with "No Switching" for 10 timer counts, which can cause serious matchup issues for the opposing team.
Her Support works with 4 Tags: Regeneration, Android, Female Warrior, and Transforming Warrior. Her Damage is a bit on the lower side until her Debuffs can stack up, but the rest of her toolkit is phenomenal.
She has excellent synergy with SP Android 21 PUR , as well as many other popular Fighters. Even for a Support, her Damage is quite noticeable.
SP SSJ Vegeta BLU has a good toolkit, and got some added incentive with the new SP Vegeta RED. EX Vegeta YEL has some inconsistent Damage output, but he does have some appeal on a Frieza Force team.
He functions like SP SSJ Kid Goku GRN on steroids. SP Golden Frieza GRN is a downright terrifying Offensive Fighter.
SP Cooler PUR is still everything Lineage of Evil and Sagas could want, but these two teams are struggling mightly to find a place in the meta, as most of the new releases have been focused on basically every other team.
He'll see a fall to Tier 2, but maybe only for now. Zenkai 7 SP SSJ Trunks RED kicks him out of Vegeta Family, and SP Omega Shenron RED kicks him out of the GT core.
That being said, top of Tier 2 is really nothing to be ashamed of, his Damage is still a serious threat to anyone. He's still currently a starting core unit on Regeneration, but it's rarely if ever a good idea to even bring him along.
He's starting to become downright detrimental to bring into matches consistently. Tier 1 is no longer a participation medal for being part of a good team.
While he's arguably still the starting Red unit on God Ki, he's largely carried by his teammates. He's been on many banners so he's been limit broken quite a bit, but it's still not enough.
SP Boujack PUR was incredibly hard to deal with in his prime, but units in the Meta can actually deal with his iconic Cover much easier now.
He actually has a small argument over SP SSJ Vegeta PUR on the core of Sagas. Generally older Fighters, they might still have respectable toolkits or niche Abilities, but their stats are too old to consistently compete, and they have been replaced in their best possible Teams many times over.
They do have a lot of potential to move up if Sagas gets more help. His Special Move spam enables him to do a ton of Damage despite his low base Attack stats.
He's barely hanging on. Lineage of Evil was neglected for so long that he's still their best Yellow, but they did get some help in many other color slots which makes him a bit more appealing.
He does however make a good last-man standing Fighter. Unfortunately for him, SP SSJ2 Kefla GRN just effortlessly kicked him off the core, making him a secondary choice at best.
It seems to be over for him just as soon as it began. He has an excellent Melee-focused toolkit along with a Special Move that restores his Health every time it lands.
He found a somewhat unconventional home in Sagas in his prime, but Sagas fell off and had no releases for quite a while. The aforementioned releases definitely go a long way in helping revive Movies, but they still need a bit more.
SP Broly: Cheelai BLU also has a lot of appeal as the primary blue on the team over him, seeing as they actually buff the Tag.
They are very susceptible to buff wiping abilities however, so maybe SP Vegeta BLU could be preferable. He's good, but nothing to write home about.
Being the primary red for Saiyan -- which is picking up a lot of steam lately -- will put him in Tier 1, but he likely won't stay here too drastically long.
Lineage of Evil would obviously prefer SP FF Cooler BLU at Z7, and Powerful Opponent is a seemingly never-ending work in progress.
SP FPSSJ Broly BLU kicks him off the core of Sagas, and he has way too much competition on Frieza Force as well. SP SSJ Gotenks RED has amazing well rounded Damage potential, Combo potential, and a means to defend himself via his Cover and Ki Reduction.
Outside of his timed Transformation, he does well in most aspects. However, the best theoretical Team is always taken into account for the Tier List, and while he might be hard to get, EX Gogeta RED is superior to him on the core as well as SP Super Gogeta RED.
His good stats are not enough to make him even a decent Fighter in early-mid Game. Even at Zenkai 7, he's hard to justify over many other units.
He's clearly the worst Zenkai stand-alone wise, and arguably worse than some of the EX units that were given Zenkai 7 boosts.
Bardock having to wait for his Transformation is a bit of a detriment. He has quite a few difficult matchups in the Meta, and his Team sometimes cannot afford to wait too long for his Transformation.
SP SSGSS Vegito BLU poses a massive problem to his slower, attrition based playstyle, as do many other Zenkai Blue units in the meta.
He absolutely annihilates Goku variants, and enables his Teammates to destroy Saiyans with a nice switch-out Damage buff against Saiyans for them.
His Transformation does come with a timer, but 45 timer counts is decently long. He has some especially good appeal with SP Youth Goku YEL running around at Zenkai 7.
SP FF Cooler BLU at Zenkai 1 accentuates his Damage potential that much more. That being said, even though he's the primary Red for Lineage of Evil, he's still not advisable to bring along too often due to how the Meta does a disservice to him.
He'll fall to Tier 2 for now, but maybe only temporarily. He has excellent Blast Attack, Crisis -esque Abilities even after only one Teammate has been killed, and controls the Combat Loop effectively with his Extra Move.
It's quite difficult to activate his "Eradicate Evil" stay-in Buffs in a Meta where so many units are susceptible to being killed in one or two Combos, but he still has many other ways of amounting very high Strike Damage.
His problem is he's simply been replaced multiple times. SP Perfect Cell YEL has lasted for what has seemed like forever. He was also consistently threatened for the main Yellow core spot by SP Piccolo YEL , which hurts his placement even more.
They've not had many new releases, and are simply not as effective as other Teams like Future, God Ki, or even Saiyans and GT. He still works in Hybrid Saiyans, but they have better options in the yellow slot in SP Goten YEL now.

His Z-Ability is a bit awkward outside of a Yellow Color Counter Team, but he does synergize with SP SSJ Bardock BLU after his Zenkai boost. SP Gogeta BLU still has some of the best stats in the game after Transforming into a Super Saiyan , which kept him viable despite his age.
F2P Fighters are no longer throwaway gimmick units, SP Kakarot Goku RED has some serious Damage potential and some annoying, game changing components in his toolkit.
